It’s not that your solar cells will not be producing — they will. Actually, cold temperatures are usually better for solar panels than hot temperatures, since associated temperature losses are not present in cold scenarios. However, since solar radiation reduces in this season, it is probable that the phrase “dusk to dawn” will not apply here.

The flagpole lights will turn on automatically at dusk, however, the solar power produced during the day time might not be enough to get the batteries fully charged.
