And if they're looking at switching from low-pressure sodium to LED, &lt;a href="http://en.wikipedia.org/wiki/Luminous_efficacy#Examples_2" rel="nofollow"&gt;ask them why&lt;/a&gt;. I can't tell from this report what type of lighting the parking garage in which LEDs were installed used to use. If it was incandescent, &lt;em&gt;any change&lt;/em&gt; would have resulted in an improvement.</description>
